Driving to Rosarito is easy — it is a straight shot down the coast from San Diego. The part people get wrong is insurance: a US policy generally does not apply once you cross the border, no matter what your card says. Sort that out before you go and the rest of the drive is routine.
US insurance, including most credit card rental coverage, is not recognized by Mexican authorities in an accident. Mexican liability insurance is legally required and is what a police officer or the other driver will actually ask for.
Short-term Mexican auto insurance is sold online in advance, by the day or the trip, through providers built specifically for US drivers crossing the border. Buying it before you leave takes a few minutes and beats hunting for it at the crossing.
San Ysidro is the busier, more direct crossing into Tijuana; Otay Mesa often has shorter waits and feeds more easily onto the road south. Southbound is normally quick either way — it is the return trip north that backs up.
From either crossing it is roughly 30 to 40 minutes to Rosarito on the free road or the toll scenic highway, which runs closer to the coast and is generally better maintained. Have small pesos or a card ready for tolls.

Getting here
Cross at San Ysidro or Otay, take the Tijuana–Ensenada scenic road and exit at Rosarito Centro: about 40 minutes from San Diego. Coming from Ensenada it is 50 minutes on the same road. There is private parking in the building, so you never have to move the car all weekend.
